After downloading manual in safari on os x, i had to correct the local file path to this before it would open in another tab correctly:

file:///Users/USERA/Downloads/Waverazor_Dual_Oscillator_Manual.pdf

Unfortunately, it's not really set up to be viewed in a browser.  The User Manual links will initiate a download of a PDF file meant to be viewed in a local PDF reader.  Safari can do that too, but as you noticed, you had to point it to the local file.
